		<description>Doesn&#039;t every blind user have screen reader software (and other accessibility tools) ?  The capability is built into almost every modern operating system (Windows, OSX, Linux.)  It seems the City would have been much more wise to implement an accessibility-compliant, standards-based website (cost $0/year) that would work with such screen readers rather than pour $1600/yr (indefinitely) into a proprietary solution to provide the same service.</description>
